NO handicap parking spaces...

I recently moved into an apartment...I have a handicap Placard....have had it for about 20 years... I was told they would put in a handicap parking place... here it is 4 months later and nothing.... do I have any rights??? I was talking to another tneant this morning and she recently received a handicap placard.... she too has no where to park... we were told there is no way they could put in two handicap parking places as the other tenants would be mad. I am not sure who to contact...any help is greatly appreciated!! thank you and have a great day!!
