Is it required to type in the vehicle's license plate number?

Since one of the photos has the license plate in it, am I also required to type in the vehicle's license plate number?

While it is helpful when you type in the license plate number, doing so is not required.

When our servers receive a report without the license plate number provided, the report is flagged for our staff to type in the license plate before the report is sent to the city.
